  1. If you ran a hospital, what policy would you set for dealing with emergency patients who arrive without health insurance or money?

Only if there was a single payer healthcare system so a question like this wasn’t necessary.  To answer the question, treat life threatening emergencies without question and provide options for non-life threatening cases.  In all cases, all patients should be made aware payment in full is expected.  Maybe put a sign outside in multiple languages making that mandate clear and then go into further detail as the patient is being admitted.  It’s harsh but the reality is in the United States healthcare is a for-profit industry.
